  • The majority of organizations (70%) have duty of care and risk management practices in place to protect employees on assignment
  • 75% of respondents feel that HR/Mobility is engaged early enough in the assignment process
  • Two thirds of organizations will adjust their practices around duty of care based on the region
  • Director level and up have overall responsibility for the risk management strategy in 74% of organizations

CERC Employee Mobility Survey https://www.cerc.ca/store/viewproduct.aspx?id=1887090 https://www.cerc.ca/store/viewproduct.aspx?id=1887090 The 2012 Global Mobility Survey conducted in partnership with Ipsos Global Public Affairs, reports on the attitudes of 12,827 working men and women in 24 countries towards international relocation for employment purposes. Almost half (45%) of employees strongly agree that they could be convinced to take an international assignment, ‘if the incentive package from my employer was right’ or ‘if my employer provides support for my spouse to get a job there, too’.

A new study conducted by Ipsos on behalf of the Canadian Employee Relocation Council (CERC) in May 2018 reveals that a majority of working Canadians are willing to relocate, with the right conditions and incentives, to another province or city within their province. In fact, overall appetite for relocation to another province or city within their current province has increased compared to the previous iteration of the inter-provincial mobility survey in 2014.

This survey gathered information about how organizations are managing these new arrangements through a Remote Working Policy (RWP) or other frameworks and identified trends and best practices currently in place. 

  • Prior to Covid telework was being experimented with and used to accommodate employees on occasion where in office work was not a possibility due to personal circumstances. Since Covid the vast majority of employees are now teleworking.
  • 35 per cent of organizations allow employees to work remotely internationally
  • 46 per cent expect work from home in host country to be a permanent arrangement

For the purposes of this survey, remote work is defined to include the following arrangements:

  • working from home
  • working from another domestic location
  • working from an international location

The survey was conducted between February 15 and March 15, 2021. A total of 28 organizations participated in this survey.

CERC Webinar: Changes to the Temporary Foreign Worker Program https://www.cerc.ca/store/viewproduct.aspx?id=3176553 https://www.cerc.ca/store/viewproduct.aspx?id=3176553 Purchase this overview of the recently announced changes to Canada's Temporary Foreign Worker Program and the newly established International Mobility Program.

The Temporary Foreign Worker Program is being re-organized into two distinct programs. According to the background documents "this will reduce confusion and better reflect the major differences between the various streams".

The TFWP will now refer to only those streams under which foreign workers enter Canada at the request of employers following approval through a new Labour Market Impact Assessment (LMIA). The TFWP will be focused on low skill / low pay occupations. This will be managed by Employment and Social Development Canada. Employers applying for LMIA are capped at 10% of their workforce that can consist of TFWs at low wage.

The new International Mobility Programs (IMP) will include those streams in which foreign nationals are not subject to an LMIA, (these include NAFTA and GATS) and whose primary objective is to advance Canada's broad economic and cultural national interest, rather than filling particular jobs. Citizenship and Immigration Canada will be the lead department for the IMP.

This one hour session will help you to gain further insights into the new programs, your responsibilities for maintaining records and potential penalties and fines for failing to comply.
