Purchase this overview of the recently announced changes to Canada's Temporary Foreign Worker Program and the newly established International Mobility Program.
The Temporary Foreign Worker Program is being re-organized into two distinct programs. According to the background documents "this will reduce confusion and better reflect the major differences between the various streams".
The TFWP will now refer to only those streams under which foreign workers enter Canada at the request of employers following approval through a new Labour Market Impact Assessment (LMIA). The TFWP will be focused on low skill / low pay occupations.
This will be managed by Employment and Social Development Canada. Employers applying for LMIA are capped at 10% of their workforce that can consist of TFWs at low wage.
The new International Mobility Programs (IMP) will include those streams in which foreign nationals are not subject to an LMIA, (these include NAFTA and GATS) and whose primary objective is to advance Canada's broad economic and cultural national
interest, rather than filling particular jobs. Citizenship and Immigration Canada will be the lead department for the IMP.
